The Royals and important horses live here. This is the most classy ring. Horses who live here don't have any crime, and can go anywhere they please. But they are a target for crime. No horse who isn't of nobility or Royalty isn't allowed in this area unless they want to be arrested, sent to Lake Laogi, and then put back to where they are meant to as a brain washed horse. Parties are also held here for very important individuals.
This 'middle ring' is where the 'middle class' type horses live. They are of importance, but they aren't considered noble or Royal, or the Avatar. Many buildings are located here and there is a river that flows throughout. Buildings here are larger than they are in the lower ring, and in much better shape. Horses living here must have special permission to enter the Upper Ring, but they can go to the other rings as much as they please.
Less fortunate horses live here, or just starting out in the world. Refugees and ex slaves, and escaped convicts live here. If there is a breach in the outer walls, then this is the first ring that gets attacked. And they can't go anywhere else but stay there and defend. Most horses live here so the buildings are small and not in good shape. A lot of crime goes on here as well. They need permission to go to the Upper Ring.
The only way to get into the City. Many pastures are below that are filled with all sorts of different foods. A large lake has been made to sustain the life that enters and exits for eating purposes. This zone acts as a buffer between the outer ring and the lower ring in case of a siege.
The most noticeable landmark of Ba Sing Se is of course the large wall that surrounds it. The wall's purpose is to keep the enemy out, as well as the riff raff that might disturb the strange peace within it. It is the largest city in this world, and could even be considered the size of a country. Life flourishes in here, but once you go in it is very hard to get out. The only way to open the gaits is if you are an Earth bender, as they are giant stone walls to. In the outer walls there is vast amounts of grazing pastures as well as Lake Laogai and several mountains. Walls were created within the city to keep horses separated based on their status and rank. This is the safest place for world refugees because of the large walls that are almost impenetrable. The lower ring of the walls is home to the peasants, the middle ring, the middle class-men horses, and the upper ring which is home to important horses including the Royal family.
